The other side of the diaphragm has a metal rod fixed to it, which pokes out of the opposite side of the actuator to the inlet pipe described earlier. Then this rod is connected to another rod which goes to the turbo's wastegate. The spring inside the actuator, in it's resting state, is pushing the diaphragm as far as it can go, which in turn is pushing the connecting rod as far as it can go, which in turn is pushing the wastegate itself on the turbo closed. The only thing that can open the wastegate and hence bleed off excessive boost, is the engine vacuum being introduced to the inlet side of the actuator, sucking the diaphragm towards it, overcoming the pressure of the internal spring, and hence pulling the connecting rod and opening the wastegate.
Hence, on the cars I've had at least - the actuator's default position is to keep the wastegate closed - so the opposite of the 'fail safe' you've mentioned. But it may well be that things have changed or are different on other cars - as I said, this is on cars I've owned, so I'm no expert! As this flow increases, it eventually is greater than what the turbine housing can flow through the turbine wheel at atmospheric pressure and the flow starts to back up.
The back up in the flow increases exhaust pressure drive pressure. As the drive pressure increases, the turbine wheel spins faster. Since the turbine wheel is directly connected to the compressor wheel, the compressor wheel spins faster and faster, creating more and more boost. In theory, this could be a never ending cycle but, in reality, any given turbocharger setup has its design limitations. So, there is a maximum amount of boost most chargers will produce, which is usually between 30 and 50 psi on our engine applications.
By reducing the flow through the turbine wheel, the actual amount of drive pressure can be regulated. There are two different types of regulators that are used; internal and external.
An internal wastegate refers to a wastegate that is designed into the turbine housing. These gates generally have one or two pucks a round piece of metal that acts like a valve that block passages that are drilled or cast into the scroll of the turbine housing. When the pucks are closed, the exhaust flows around the scroll the passage inside of the turbine housing and through the turbine wheel like a non-wastegated unit. When the pucks are moved or opensome exhaust will flow through the scroll and some will bypass the scroll and turbine wheel.
In an internal wastegated turbine housing, the bypassed exhaust is directed back into the main exhaust stream after the turbine wheel, but usually before or right at the down pipe. Most tuners will recommend an external wastegate for any engine producing hp or more, as running high boost through a factory internal wastegate can overpower the actuator spring, limiting maximum boost level.

Diversion of exhaust gases regulates the turbine speed, which in turn regulates the rotating speed of the compressor. The primary function of the wastegate is to regulate the maximum boost pressure in turbocharger systems, to protect the engine and the turbocharger. An external wastegate is a separate self-contained mechanism typically used with turbochargers that do not have internal wastegates.
An external wastegate requires a specially constructed turbo manifold with a dedicated runner going to the wastegate. The external wastegate may be part of the exhaust housing itself.
How does a Wastegate work?
External wastegates are commonly used for regulating boost levels more precisely than internal wastegates in high power applications, where high boost levels can be achieved.
External wastegates can be much larger since there is no constraint of integrating the valve or spring into the turbocharger and turbine housing. It is possible to use an external wastegate with an internally gated turbocharger. This can be achieved through a specially designed bracket that easily bolts on and restricts the movement of the actuator arm, keeping it from opening.
Another route involves welding the internal wastegate shut which permanently keeps it from opening, but failure of the weld can allow it to open again. External wastegates generally use a valve similar to the poppet valve found in the cylinder head.
However they are controlled by pneumatics rather than a camshaft and open in the opposite direction.
External wastegates can also use a butterfly valvethough that is far less common. An internal wastegate is a built-in bypass valve and passage within the turbocharger housing which allows excess exhaust pressure to bypass the turbine into the downstream exhaust. Control of the internal wastegate valve by a pressure signal from the intake manifold is identical to that of an external wastegate.
Advantages include simpler and more compact installation, with no external wastegate piping. Additionally, all waste exhaust gases are automatically routed back into the catalytic converter and exhaust system. Many OEM turbochargers are of this type. Disadvantages in comparison to an external wastegate include a limited ability to bleed off exhaust pressure due to the relatively small diameter of the internal bypass valve, and less efficient performance under boost conditions.
Identifying a Worn Out Wastegate Actuator
A "divorced" wastegate dumps the gases directly into the atmosphere, instead of returning them with the rest of an engine's exhaust. This is done to prevent turbulence to the exhaust flow and reduce total back pressure in the exhaust system.
